House Bill 2 (also called HB 2) is a Texas bill passed in 2025 that focuses on making sure all students have certified, highly qualified teachers.

If you’re an uncertified teacher—or planning to become a teacher—here’s what it means for you:

• Certification matters: Core subjects like reading, math, science and social studies must be taught by certified teachers.

• Time to transition: Some districts have a "grace period" until 2029-30, but this is not guaranteed for everyone. Check with your district soon so you aren't caught off guard. 

• Support for your career: House Bill 2 helps you get certified and grow with financial aid, pay raises and funding for teacher prep and “grow-your-own” programs.

 Built for current school staff, like paraeducators, substitute teachers, or Career and Technical Education high school students (in a teaching program) who haven’t earned their degree. You’ll get to finish your degree and get certified while staying employed at your current school. 

For degree holders who are looking to start teaching while working on certification. You will get a paid, year-long experience where you work alongside a mentor teacher in a classroom. Find a program. 
 

Designed for undergraduate students working towards a degree and graduating with a certificate. This is the classic "student teaching" route, where you’ll do a semester of student teaching before you graduate while in a teacher preparation program. Find a program.

For those who already have a degree and want to start teaching right away. Similar to a residency program, you will teach in a classroom while working towards your initial certification, and you will have access to a mentor teacher for support. Find a program.

For all new educators. School districts are granted funding to provide you with a mentor teacher for your first year. You will get support once you’re in the classroom, so you can start teaching with confidence right away.

Yes—for now. Districts can employ uncertified teachers through 2025–26, and some districts may apply to delay the requirements until 2029–30. 

After that, core subjects will require certified teachers, so it’s a good idea to start your certification process soon.

No! House Bill 2 brings more support for new teachers—fee waivers, mentorship and teacher prep program funding. The sooner you begin, the more benefits you’ll access.

House Bill 2’s deadlines mainly affect foundation subjects, but earning certification strengthens your resume and can boost your pay.
